Russia and Ukraine are expected to resume peace negotiations next week in Abu Dhabi, the capital of the United Arab Emirates, with the United States serving as mediator. Steve Witkoff, President Donald Trump’s special envoy, announced the plan Monday, Nov. 2.
The next round of discussions among U.S., Russian and Ukrainian representatives is scheduled for Nov. 10 and 11. Witkoff said the talks will focus on postwar security arrangements, de-escalation, humanitarian efforts and steps toward peace.
Before those discussions, U.S. negotiators are expected to meet this week with representatives from France, Germany, the United Kingdom, the European Union and NATO. Witkoff said the meeting will address a key Ukrainian demand for a final agreement: security guarantees after the conflict ends.
It was not yet clear who would represent Russia and Ukraine in Abu Dhabi. The planned talks would come about nine months after the most recent meeting between Russian and Ukrainian negotiators, held in Switzerland in February. Those discussions were suspended after the United States, which is acting as the main mediator, began a war with Iran, according to the report.
Last month, a U.S. negotiating team led by Witkoff and Jared Kushner, Trump’s son-in-law, met with Russian President Vladimir Putin in Russia and later with Ukrainian President Volodymyr Zelensky in Ukraine. The diplomatic meetings have taken place as the war, which began in 2022, continues to cause casualties. On Monday, a Russian strike on a school in a village in Zaporizhzhia killed 26 people, according to the Ukrainian government.
